I got the Total War set on steam when it was on sale a year or so ago, it can be tough but pretty fair. One of my crowning accomplishments before I stopped playing it was conquering all of France as England (before it became too much to sustain).
Man, I need to reinstall it. If you do download it, consider installing the Stainless Steel mod. It adds a ton of depth to the game. You'll need the expansion for it however. Seriously, I don't usually spend much time with games other than sports games these days, but I WAS HOOKED. Crusader Kings 2 is another one that just will suck up your time if you allow it.
I have this same problem. First my Kingdoms campaigns wouldnt start, 'please select an object from the list' or something when trying to open a new campaign. I did the 'check file integity' on steam, 300+ files failed to validate, steam automatically tried to download them but the dl wouldnt start. So I deleted the game and tried to reinstall, but that dl wont start either. And I am able to dl other games/patches on steam just fine, just installed Age of Empires 2 HD to get something medieval going. EDIT: Found the problem!

It turned out the update made it so that Kingdoms wasn't visible in the Steam library, so when I deleted local content I only deleted Vanilla M2. I checked control panel programs list and Kingdoms was still installed. I uninstalled Kingdoms from control panel and then tried a reinstall in steam and now its downloading!!
It also does the following for MEDII:. All multiplayer functionality updated to use Steamworks, as the Gamespy service has now been discontinued.
French, German, Italian and Spanish language support added to Steam. Launcher removed. Selecting the title from the Steam library will now launch directly into the game. Medieval II: Total War - Kingdoms content is now displayed as DLC for the Medieval II main game, rather than as a separate listing in the Steam game library. You may notice that Kingdoms is no longer listed in your library, but you will automatically be granted access to the DLC package. The four Kingdoms campaigns are now accessible as launch options when right-clicking Medieval II in the Steam library. More information.

Fixed deployment zones being in unreachable locations on some river crossings and bridge battles. Byzantine Gunners are now available to be recruited in the Crusades campaign. Denmark now has Norwegian units available to them when the Kalmar Union is formed. The Kingdom of Jerusalem can now construct King's Stables. Byzantine can now construct a Marksmanship Range.
Mangonels can now be constructed at Siege Works in the Teutonic campaign. Swordsmiths' Guild Headquarters now gives the correct bonus to Knights trained in the Crusades campaign. Fixed Lithuanian Arquebusiers firing too frequently.
Fixed various units having incorrect banners on the battle map.
